Foreign Office, April 26, 1911. I HAVE received your despatch No. 37 of the 28th January last, containing your views upon the suggestion made by Mr. E. A. Hewett, chairman of the Hong Kong General Chamber of Commerce, &c., that it would be advisable in connection with the construction of the Canton-Kowloon Railway to put forward a claim on behalf of Hong Kong to the enjoyment in respect of the trade with China passing through the leased territory of Kowloon of privileges similar to those already possessed by Great Britain in respect of the trade across the Burmah-China frontier and by France and Russia as regards the land frontier trade between their respective Asiatic possessions and the Chinese Empire.
